In my last post, Susan Martin, a business coach, pressed Alexandra Mayzler to articulate her vision for her company, Thinking Caps Tutoring. Ms. Mayzler was clear that she wanted to see a ?revolution in education? that elevated the importance of study skills. She was less clear, however, about what role her company might play in this revolution.

Next, Ms. Martin turned to Susan Parker, who owns Bari Jay, which makes and sells bridesmaid and prom dresses. ?My vision is much shorter than Alexandra?s,? Ms. Parker said. ?I just want to have more control over my manufacturing.?

?Let?s take it one step further,? Ms. Martin responded. ?If you had more control, what would that allow you to do??

?To grow the way I want to grow,? Ms. Parker said. ?Right now, I?m so dependent on how many dresses I can get made and where and how that I?m constantly worried.? Last year, she said, Bari Jay grew so quickly that she wondered if its success would lead to its demise. ?If people can?t get the dresses they ordered, they?re not going to want to do business with you,? she said. Things worked out in the end and have improved this year, but looking ahead, Ms. Parker believes manufacturing in Asia, where prices are rising, will become increasingly challenging. ?If you push them too much, either with delivery or price, then you sacrifice on quality,? she said, ?and that?s one thing we?re trying not to do.?

Ms. Parker hired a consultant to help Bari Jay explore other options. ?I?m looking into domestic production again, but I?m still unionized, which makes it difficult,? she said. If Bari Jay manufactures its dresses in the United States, it must use union factories, an expensive proposition. ?On top of that, the U.S. doesn?t really have the skilled workers anymore,? she said. Still, Ms. Parker is speaking with union representatives to see what is possible, and her consultant is trying to find suitable union factories.

Ms. Parker said she envisioned no major changes. She loves Bari Jay?s business model, which focuses on selling through smaller boutiques as opposed to department stores that take a greater chunk of the profit. ?I want to grow, but keep my margins the same,? she said.

In a perfect world,?Ms. Martin asked, how would your role change?

Ms. Parker said it probably wouldn?t change either. As a result of their work with their own business coach (not Ms. Martin), Ms. Parker said she and her sister, a co-owner, were seeing the big picture more and had mostly freed themselves from the compulsion to micromanage their employees. To the extent Ms. Parker keeps a hand in certain day-to-day tasks, she said, ?It?s because I?m a control freak and I like those things.?

Turning to Jessica Johnson, Ms. Martin asked her to share her vision for her company, Johnson Security Bureau.

?My vision is more long-term,? said Ms. Johnson. ?I want to have something that I can pass on to my children ? I don?t have any children yet ? and that they would want to be involved with.?

Like Ms. Parker, Ms. Johnson is pleased with developments at her business and would like to continue growing. ?If we just close the contracts that we?re currently negotiating, we?ll double last year?s sales,? she said. Just as they did from 2010 to 2011.

?Nice job,? said Ms. Mayzler.

But Ms. Johnson isn?t complacent. Because Johnson Security waits 30 to 90 days for payment on various contracts, it is exploring ways to bring in money faster. The company could, for example, offer training, product sales, or consulting services, in addition to traditional security services.

?What?s your biggest challenge?? Ms. Martin asked.

?Talent development,? Ms. Johnson said, without hesitation. Even though the skills required of security guards are very basic, many candidates lack them. Most of her employees have neither high school diplomas, nor G.E.D.s. ?Similar to what Alexandra said, our education system isn?t preparing people to have basic skills,? she said. ?So, we?re expected as employers to train the workforce.?

The security industry is also dogged by low expectations. Ms. Johnson said her customers self select to a degree, but it?s common for companies to balk at paying more than $8-an-hour for security guards. ?If you want someone that is going to be alert, and able to write reports and speak intelligently, you?re going to have to pay that person more,? she said. ?If you don?t want to pay for it, then I?m not going to do business with you. There are 400 other companies you can deal with.?

?What have you done to address these issues so far?? Ms. Martin asked.

?We just try to stay very hands-on with clients, and over-communicate with them,? Ms. Johnson said. She recently visited one who was impressed that she made the effort. No matter how busy she gets, Ms. Johnson said, these visits are important because they help her understand her clients? businesses and let them know she cares. ?They know there?s a difference,? she said. ?For those who aren?t there yet, as my grandmother would say, you just have to keep loving on them until they get it.?

As for her employees, ?It?s a work in progress,? Ms. Johnson said. ?Some will get it and stay with the company and those who don?t will leave ? churn and burn.?

Since we've already experienced the pleasure of perusing two box scores that actually count, it's time to examine this spring's biggest developments, and their potential impact when everybody starts playing for real next week:

Reds bullpen injuries: Given the major departures from St. Louis and Milwaukee, plus a couple of solid, win-now moves of their own, the Cincinnati Reds are a popular choice to win the NL Central. Following in that vein, Joey Votto is a logical short-list NL MVP candidate.

But what appeared to be a Reds' strength entering camp now is anything but with closer Ryan Madson's elbow problems that will force him to have Tommy John surgery, Nick Masset starting the season on the disabled list with shoulder inflammation, and Bill Bray's spring barely having begun due to a strained groin.

One hit to the bullpen ? even if it's the closer ? can be overcome. We're likely to see an example of that in Kansas City, where the Royals have Greg Holland, Jonathan Broxton, Aaron Crow and Tim Collins at the back end in the absence of Joakim Soria, another soon-to-be Tommy John surgery recipient. (The bigger loss in KC actually is emerging defensive force Salvador Perez.)

So now what for the Reds? Dusty Baker has talked about the temporary closer-by-committee approach (where's Coco Cordero when you need him?), with quality left-handed setup man Sean Marshall the lead candidate. But beyond Madson and Masset, the best option on the right-handed side is Jose Arredondo, who had a nice bounce-back season in 2011 after missing 2010 due to injury, but has no career saves.

The bullpen shortage also has the Reds considering Aroldis Chapman's return there, even though the Cuban left-hander's stated preference is for the rotation ? the place where GM Walt Jocketty keeps saying Chapman is destined for since they signed him.

The April schedule figures to offer little wiggle room, as the Reds have series with the Marlins, Cardinals, Nationals, Cardinals again, and Giants in the first three weeks.

Have you seen the Blue Jays?: Granted, spring-training records should be taken with a grain of salt. In fact, the feeling here long has been that anything before St. Patrick's Day is too hard to interpret, given the vast number of games decided by Double-A and Triple-A players who won't spend a minute on a big-league roster that season.

But 21-4 is 21-4 ? and that's the Blue Jays' Grapefruit League mark through Wednesday. And using the St. Patrick's Day cutoff, they were 12-2 before and 9-2 since, so John Farrell's team has been lights-out all spring. How much this translates to the regular season is debatable.

But it does point to quality depth at the upper levels of the Blue Jays' organization, and when you consider the Blue Jays (as well as the Royals) already have been tagged as likely AL surprise teams, it's time to take them seriously as playoff contenders, even in the brutal AL East.

Brett Lawrie, Sergio Santos, Brandon Morrow, Edwin Encarnacion, J.P. Arencibia, Colby Rasmus, Henderson Alvarez, Kyle Drabek ? the list of young talent with upside is quite impressive.

Buster Posey: If you're not entirely sold on the Diamondbacks' chance of a repeat NL West title ? and history screams that you shouldn't be, despite GM Kevin Towers' solid off-season improvements ? the next best place to turn is San Francisco. And when it comes to the Giants, there is no more important figure than Posey.

The good news is Posey slowly has worked his way into catching back-to-back days, and has shown similar power to his 2010 rookie season in limited at-bats. The slightly bad news is he has shown a bit of a limpy gate at times on the bases ? meaning he still isn't 100 percent.

But Posey doesn't have to be the next Johnny Bench to impact the Giants' lineup. Put him in the middle with Pablo Sandoval, and other issues such as the new 1-2 combination of Angel Pagan and Melky Cabrera, the Aubrey Huff-Brandon Belt dilemma, and Freddy Sanchez's ongoing injuries become less-critical to the Giants' hopes of getting back on top in the NL West.

The $2-billion franchise: The price tag for the Dodgers is shocking, isn't it? And maybe even more so inside the game than out. It's not hard to find those around the game who wonder how the new ownership group can make this work, even with a new local television rights deal.

But the assumption here is that if you can spend $2 billion to buy the team, you can afford to put a $150-million-payroll team on the field. The question is, how quickly? Can and will the Dodgers add an impact player or two before the trade deadline, and possibly win what figures to be a very-tight NL West race? They really aren't that far away with their current roster.

Do the Phillies have enough offense?: You've already heard the counter argument: Any team with Roy Halladay, Cliff Lee and Cole Hamels ? But how long can it hold true? This is an aging team ? and offense ? heading in the wrong direction: 2008: World Series winner; 2009: World Series loser; 2010: NLCS loser; 2011: Division-series loser.

Their run total dropped by 59 to 713 last season, and now Charlie Manuel has to figure out a way to win what should be a much-improved and very-tough NL East without Ryan Howard and Chase Utley for extended periods. We knew about Howard coming into camp, but Utley's ongoing issues leave no clear picture of how much he'll contribute this season.

The alternatives simply aren't going to generate anything similar production-wise: Rookie Freddy Galvis for Utley, and whatever 1B/LF combo of John Mayberry Jr., Ty Wigginton, Jim Thome and Juan Pierre you want to pick. And with Shane Victorino, Jimmy Rollins and Placido Polanco all in their 30s as well, there is little likelihood of increased production there.

Many said Manuel did arguably his best managing job last season, guiding the Phillies to 101 wins despite a handful of key injuries. It appears as if he'll have to do it again for their streak of consecutive division titles to reach six.

Signs of offense in Seattle?: Using the word 'offense' in the same sentence with 'Mariners' always is good for a giggle, of course. It's virtually impossible for their run production to be worse than the last two seasons, when they finished 30th in runs ? yep, worse than all 16 NL teams who don't get to use a DH.

But this is a relatively speaking kind of thing, and the spring has shown that a few right pieces are in place for solid OPS/run production improvement for the M's. We'll watch the first full big-league seasons of emerging stars Dustin Ackley and Jesus Montero with great interest, and look for solid full-year numbers from Justin Smoak, still only 26 and overcoming a 2011 marred by injury and the death of his father.

Finally, there is Ichiro's final guaranteed season in Seattle. It really doesn't matter where he hits in the lineup; he's not going to change much at this point in his career. But there are some curious results to examine from his 'down' 2011 season.

His infield hits were cut in half, which makes you think his speed is declining. Yet, he still stole 40 bases, so probably not. Meanwhile, his BABIP (batting average on balls in play) dropped significantly, which better explains the batting average decline. The point being that the Ichiro-in-decline story line may not hold up, and if he hits .300 and totals 200 hits again, don't be shocked.

New research explains how speaking more than one language may translate to better mental health. A paper published by Cell Press in the March 29th issue of the journal Trends in Cognitive Sciences examines how being bilingual can offer protection from the symptoms of dementia, and also suggests that the increasing diversity in our world populations may have an unexpected positive impact on the resiliency of the adult brain.

"Previous studies have established that bilingualism has a beneficial effect on cognitive development in children," explains lead study author, Dr. Ellen Bialystok from York University. "In our paper, we reviewed recent studies using both behavioral and neuroimaging methods to examine the effects of bilingualism on cognition in adults."

Dr. Bialystok and colleagues discuss the intriguing finding that the need to monitor two languages in order to select the appropriate one recruits brain regions that are critical for general attention and cognitive control. Using these cognitive control networks for bilingual language processing may reconfigure and strengthen them, perhaps enhancing "mental flexibility", the ability to adapt to ongoing changes and process information efficiently.

Studies also suggest that bilingualism improves "cognitive reserve", the protective effect that stimulating mental or physical activity has on cognitive functioning in healthy aging. Cognitive reserve can also postpone the onset of symptoms in those suffering from dementia. This is supported by studies showing that bilinguals experience onset symptoms of dementia years later than monolinguals.

"Our conclusion is that lifelong experience in managing attention to two languages reorganizes specific brain networks, creating a more effective basis for executive control and sustaining better cognitive performance throughout the lifespan," says Dr. Bialystok. "It should not be surprising that intense and sustained experience leaves its mark on our minds and brains, and it is now clear that the bilingual brain has been uniquely shaped by experience."

Michael Lynton becomes CEO of Sony America, Nicole Seligman picked for SCA president

ImagePlenty of moving and shaking going on after the bell today. Hot on the heels of news that RIM's CEO is making major internal changes, in flies word that Michael Lynton has been selected as the CEO of Sony Corp. America. He's coming over from Sony Pictures Entertainment, where he previously sat as the Chairman and CEO. Effective June 27th, Lynton will have a few new reports as well, and unsurprisingly, Sir Howard Stringer is more than encouraged by the move.

Stringer stated: "Lynton is an incredibly accomplished executive who has distinguished himself in at least three different fields -- entertainment, technology and publishing." In related news, Nicole Seligman has been appointed SCA President; we're told that Lynton will be overseeing Sony's entertainment businesses (including SME, Sony / ATV Music Publishing and SPE), while Seligman will have responsibility for Sony's U.S. headquarters operations. Hard to foresee what two relatively new names mean for the consumer side of Sony's business, but we'll be keeping a close eye on their first hundred days, for sure. America's most hated tax

American taxes are inordinately complicated. And the American taxpayer is inordinately confused about them. That confusion often blends with anger, dismay and frustration. While Americans are mad about a lot these days, taxes are near the top of that list.

But what particular tax do Americans hate the most? You might think the income tax, and certainly it is controversial at times. Or you might guess sales taxes, and for sure, few like them. Or you might even guess that the most unpopular tax is the so-called ?nuisance taxes? like the occupational privilege taxes levied by many local governments, including almost every Pennsylvania jurisdiction.

Those would all be good guesses ? and all wrong.

According to the Tax Foundation and other sources, the most hated tax in America is actually the local property tax. And it?s not just average citizens who deplore property taxes. Most public finance experts agree, finding little to recommend about them.

In particular, public finance professionals list four major defects of the modern property tax, any one of which might be a good argument for dumping it.

Property taxes are expensive to administer fairly or efficiently. It costs more to collect property taxes than any other major revenue source. And the difficulty in setting accurate real estate values makes the tax inherently inefficient.

Property taxes ?grow? with the economy slowly compared to other taxes. This is a major reason local government raises property tax rates so often. Expenditures chronically outrun revenues.

Property taxes are generally regressive, which makes them unfair. The less income one has, the more of it is spent on paying property taxes. For this reason, property taxes raise equity issues among different income groups.

Property taxes generate ferocious resistance among taxpayers. This makes them a hot potato for elected officials, who consequently administer them badly, often imposing huge rate increases on taxpayers in a single year or avoiding reassessments and other administrative reforms that might make property taxes fairer.

If the property tax is so bad, why do we have so much of it? One answer is expediency. The tax, which dates back to Colonial times, has been around so long we have come to depend on it, even with all of its defects.

A better answer is that the property tax exists and persists because it has become the only significant source of income local government can raise for itself. Without property taxes, there would be no local government as we know it.

If we stopped there, we might legitimately say that the property tax is therefore a necessary evil. Bad as it is, it does preserve the integrity and independence of American local government, and that might be a price worth paying.

But we can?t stop there because the property tax itself doesn?t stop there. Instead, it has been extended and expanded to finance public education as well as local government. The percentage of the property tax going to education is nationally about 65 percent and as high as 80 percent in some jurisdictions.

Once this arrangement made some sense, when education was mainly a local concern and when the costs of education were modest. But today with educational costs soaring and American?s competing for jobs in a global economy, funding public education with the property tax makes no sense at all.

Like so much in public policy today, this is a problem we know how to fix. What we don?t know is how to muster the political will to do it.

Just as we can?t get blood from a turnip, we also can?t continue to try to finance modern education with an 18th-century relic. Instead, we should dedicate the property tax to its original purpose, the financing of local government ? parks, police, local roads and other local services.

And we should move the financing of public education to a broad-based tax, such as the income or even the sales tax. State House Bill 2230, introduced this year, proposes a modest step in this direction. So our politicians already know what?s needed. But if history guides us, they will not act decisively on this bill or any other because they fear the political repercussions.

They will act however, if we let them know that we are tired of good policy becoming a casualty of bad politics. If we let them know we are tired of holding education hostage to the vagaries of local real estate. And if we let them know we want real and sensible property tax reform. Until we do this, the property tax will continue to be ?America?s most hated tax.?

Probe to end mission in ring gap

The Cassini space probe will dive into the narrow gap between Saturn's atmosphere and its innermost ring for the final leg of its mission in 2016.

Cassini has been orbiting Saturn from a distance - outside the ring system.

The last set of orbits will bring the spacecraft up close, offering new scientific insights, perhaps even clues to the age of its majestic rings.

They offer the final chance to gather data before Cassini is destroyed in Saturn's atmosphere.

The mission's project scientist Linda Spilker outlined details of the final orbits at the 43rd Lunar and Planetary Science Conference (LPSC) in the Woodlands, Texas.

"In 2016, there's a really neat end to the mission. What we'll do is take the spacecraft from orbiting outside the rings and dive into and orbit through the very narrow gap between the upper atmosphere and the innermost ring," Dr Spilker, from Nasa's Jet Propulsion Laboratory (JPL), told BBC News.

This set of 22 "proximal orbits" will allow mission scientists to map the gravity field and magnetic field of Saturn in detail, hopefully shedding light on a discrepancy in the planet's internal rotation rate.

These orbits will be highly inclined - meaning the orbit is tipped by tens of degrees away from horizontal around the equator. They should allow the spacecraft to gather high-resolution data on Saturn's ring system, allowing scientists to more accurately measure their mass.

This could shed light on their age; for example, whether the rings are relatively recent and formed by the break up of a comet, or whether they date to the beginning of the Solar System more than four billion years ago.

"I think this will be a great phase of the mission," Dr Spilker told the LPSC meeting. The final stage of the mission will carry out similar science to that planned for the Juno mission which is on its way to explore another gas giant - Jupiter.

In 2017, once Cassini's fuel has all but run out, ground controllers will command the spacecraft to plunge into the planet's atmosphere, where it will be destroyed.

As the spacecraft hurtles towards Saturn, it will become incredibly hot, but will not burn up because of the lack of oxygen in the atmosphere. Instead, it will melt and ultimately be crushed by huge pressures.

Scientists are keen to avoid any chance that parts of Cassini will end up on Saturn's moons Enceladus or Titan (targets of interest in the search for extraterrestrial life) and contaminate them with any Earth bugs that have survived all these years on the spacecraft.

In the 1990s, the Galileo spacecraft was destroyed in a similar way in the atmosphere of Jupiter.

By the time Cassini ends, it will leave behind an outstanding legacy. In eight years at Saturn, the mission has made spectacular discoveries about the ringed planet and its moons - and there may be more to come.

It has discovered giant plumes of liquid water coming from an ocean beneath the moon Enceladus, observed weather systems on Titan and studied the "shepherd moons" that keep Saturn's rings in check.

Mayor Vincent C. Gray Balances FY 2013 Budget with No New Taxes

The $9.4 billion budget places a premium on fiscal responsibility by closing an anticipated $172.1 million gap between revenues and expenses without raising new taxes or adding new fees, and without dipping into the District?s crucial reserve fund.

?This budget continues to fund my administration?s top priorities ? education, public safety and jobs and economic development ? while respecting the fiscal discipline required to safeguard those services for the future,?Mayor Gray said.??We had to make difficult choices, but we believe this budget maintains the right level of government services, including protecting our most vulnerable citizens, without raising taxes.?

The plan closes the budget gap with $102.7 million in cuts to expenditures (60 percent of gap) and $69.4 million in revenue initiatives (40 percent of gap).

Mayor Gray and his budget team adhered to four basic principles in assembling the proposal:

?????????No new taxes or fees;

?????????Continue strategic investments in education, public safety and workforce development; and

?????????Protect the District?s most vulnerable residents.

One way that the budget avoids new taxes or cuts to crucial social services is by improving the way the government collects revenue.??One thing we need to do a better job of is collecting what is already owed to the District government, and this budget invests in improving the efficiency of our revenue-collection process,??Mayor Gray said.

The budget also takes advantage of opportunities to increase government efficiency in other areas identified by the recently concluded One City Performance Review, which Mayor Gray initiated last year and which was led by former D.C. Chief Technology Officer Suzanne Peck. Initiatives generated by the review closed $15.9 million of the FY 2013 budget gap.

?The One City Performance Review process was a great success, and I?m grateful to Suzanne Peck and her team for helping us identify efficiencies that allowed us to cover nearly $16 million ? with more in the future as longer-term ideas are implemented,??Mayor Gray said.

Despite cuts in some areas, the budget makes strategic investments in others:

?????????A 2-percent boost in the per-pupil funding formula?for students in the D.C. Public Schools and public charter schools. The increase is part of an overall $85.8 million in additional investments for the District?s traditional and charter public schools.

?????????A $20.5 million increase for the Metropolitan Police Department, fully funding a force of 3,907 sworn officers and funding 29 new civilian positions in the department.

?????????A $6.6 million increase in local funding for workforce-development initiatives?through the Department of Employment Services.

?????????Increased funding for ethics-regulation agencies, including the Office of Campaign Finance and the new Board of Ethics and Government Accountability.

From FIU basketball to NFL

Former FIU basketball point guard Nick Taylor was recruited by the Minnesota Vikings at FIU Pro Day. Taylor never played college football.

At first glance March 9 at FIU Pro Day, the defensive back working out for scouts from all 32 NFL teams appeared to be former FIU basketball point guard Nick Taylor. However, one could not be sure since Taylor played one season of high school football at Norland and never played any college football.

Former FIU basketball point guard Nick Taylor signed a free-agent contract with the Minnesota Vikings.

Yet once scouts yelled ?Nick Taylor? before the defensive back ran the 40-yard dash, it was confirmed that indeed it was the former FIU basketball point guard. And what a 40-yard dash Taylor ran. Taylor clocked in at 4.27 and 4.33 in his two 40 runs at Pro Day.

Later in the day, Taylor impressed in agility drills and with his pass catching skills. The next morning the Minnesota Vikings called and scheduled a private workout with Taylor in Minneapolis. That workout took place Friday morning, March 16. A few hours later Taylor signed a three-year free agent contract with the Vikings.

?It?s a dream come true,? Taylor said by phone from the Vikings headquarters. ?I can?t wait to get on the field wearing the Vikings purple. I?ve been trying to get back into football since I graduated from FIU.?

This will be the second time that Taylor will be a ?Viking?. Taylor played football and basketball for the Norland Vikings during his prep career. Taylor walked on to the FIU basketball team in 2007 and played point guard for the Panthers for three years. Deciding to concentrate on basketball and get his degree in recreation and sport management from FIU, Taylor never went out for the Panthers football team.

After Taylor graduated from FIU, he did try to get back into football by attending several Canadian Football League workouts. Last year he caught on with the Fort Lauderdale Barracudas of the Stars Football League. With the Barracudas, Taylor had three interceptions in four games and was named an SFL All-Star.

In addition to finding success on the gridiron last year, Taylor also excelled at video games, winning $25,000 at an NBA2K tournament in Las Vegas last April.
Now a Minnesota Viking, Taylor returns to Minneapolis April 23 for the start of organized team activities (OTAs) and off-season workouts. The Vikings told Taylor they would like to see him at defensive back, punt returner and possibly receiver.

Should Taylor make the Vikings team out of training camp, he would join fellow FIU alums Antwan Barnes (defensive lineman San Diego Chargers) and Anthony Gaitor (defensive back Tampa Bay Buccaneers) in the NFL this fall. While Barnes and Gaitor played for the FIU football team, Taylor would be the first FIU basketball alum to play in the NFL.

Lawmakers: Fake pharmacies price gouging on drugs

TRENTON, N.J. (AP) ? Members of Congress investigating shortages of crucial drugs are targeting nearly two dozen fake pharmacies allegedly set up solely to buy and resell the drugs at huge markups.

Two senators and one U.S. representative on Wednesday sent letters to three individuals believed to have obtained licenses to operate both a pharmacy and a prescription drug wholesale business in a "shell game" ? to make money by taking advantage of the drug shortage crisis that's disrupting hospital and other patient care. The letters request detailed information by April 11 about the businesses and their purchases and resale of cancer and other lifesaving drugs.

The letters were sent by Rep. Elijah Cummings, the ranking Democrat on the House Oversight and Government Reform Committee, along with Sen. John D. Rockefeller, chairman of the Senate Committee on Commerce, Science, and Transportation, and Sen. Tom Harkin, chairman of the Senate Committee on Health, Education, Labor and Pensions.

Cummings sent letters to 19 other pharmacies that may be doing the same thing, but investigation of those companies is in an earlier stage.

The three lawmakers have been investigating the role of the wholesalers, known as "gray marketers," together with government agencies and hospital and pharmacy groups. Their letters state that they've found evidence of pharmacies speculating by buying prescription drugs in short supply from legitimate wholesalers, transferring those medicines to their own wholesale company and then selling them to other gray marketers at exorbitant markups.

"If it's not illegal, we're going to have to find a way to make it illegal, because this threatens virtually every person in the country," Cummings told The Associated Press in an interview.

Laws vary by state, but generally wholesalers may only buy drugs from manufacturers or other licensed wholesalers.

Drug shortages have been wreaking havoc in hospital pharmacies, forcing doctors to postpone chemotherapy and surgeries and give patients treatments that may be less effective, have more-serious side effects or cost substantially more.

Patients have had to endure unnecessary discomfort, preventable complications and longer hospital stays, which is costing hospitals millions of extra dollars. Most of the drugs that are unavailable or hard to find are generic injectable drugs that normally would be cheap, including sedatives for surgery and powerful antibiotics and painkillers.

An Associated Press investigation last fall found at least 15 deaths since 2010 have been caused by the shortages, which have set a record high in each of the past five years. Future treatments also are endangered, as patient testing of new experimental medicines has been delayed or halted by lack of the standard medicines against which they must be compared.

The lawmakers' investigation found evidence of one transaction where a licensed pharmacy called Priority Healthcare bought a chemotherapy drug called fluorouracil for $6.77 per vial. A distributor it owned called Tri-Med America allegedly soon sold the cancer medicine to another company for more than 10 times the initial price ? $69 per vial.

The other two pairs of companies under investigation are Columbia Med Services and Columbia Medical Distributors, and LTC Pharmacy and International Pharmaceuticals Inc.

The presidents of Priority Healthcare/Tri-Med America and Columbia Med Services/Columbia Medical Distributors did not return calls seeking comment. Jessica Hoppe, who is listed as the president and owner of both LTC Pharmacy and International Pharmaceuticals, declined to comment.

"We are following this paper trail and intend to see whether people with life-threatening illnesses had trouble finding the medications they need because of these companies' business practices," Rockefeller said in a statement.

Cummings noted a doctor who testified at a Nov. 30 hearing of his committee, Dr. Michelle Hudspeth of Medical University of South Carolina, said "she has to practice medicine as if she were in a Third World country because of the shortage of medicines."

LTC Pharmacy, which has been under investigation by the North Carolina Board of Pharmacy, surrendered its operating permit last September, and International Pharmaceuticals was denied a permit renewal. The two businesses shared offices in a building in Durham, N.C., but had no actual pharmacy, according to the board.

The letter to Hoppe noted it appears International Pharmaceuticals has active wholesaler licenses in at least 23 other states.

Manufacturing lapses and production shutdowns for contamination and other serious problems are behind many of the shortages, and there's no quick fix for those problems. Other reasons include increased demand for some drugs, companies ending production of some drugs with tiny profit margins, consolidation in the generic drug industry and limited supplies of some ingredients.

Yet some gray marketers ? who may not be licensed, authorized distributors ? have used the crisis to make money by cornering the market on drugs in short supply and then offering them to desperate hospital pharmacists and cancer clinics at outrageous markups.

Currently, there are 268 prescription drugs in short supply in the U.S. That includes 34 new shortages reported this year, 204 that began in 2010 or 2011 and remain unresolved, and others that have persisted even longer, according to Erin R. Fox, manager of the University of Utah Drug Information Service, which tracks national drug shortages.

A report based on a survey last summer said that hospitals forced to buy crucial drugs from wholesalers outside their normal distribution chain were being charged markups averaging 650 percent. In one case, a drug for dangerously high blood pressure, normally priced at $25.90 per dose, was being offered to hospitals for $1,200.
